Applying for a Federal grant if often a daunting, confusing, and labor-intensive activity, especially for the uninitiated. This article will give you all the major steps that you should cover that will apply to virtually any Federal grant application.
Step 1 – Read the NOFO Completely
The NOFO (or Notice of Funding Opportunity) is the “Bible” of the grant that you are applying for. It contains all the eligibility requirements, period of performance, applicable laws/regulations, and other details that you will need to develop your application. Be sure to read this document in its entirety – it is very easy to miss an important detail that could void your entire application.
If you have questions about the NOFO, there is usually an identified point of contact that you can reach out to. Make sure to do this before you start developing the application to avoid wasting time and effort.
Step 2 – Develop the Proposal Narrative
Your narrative establishes several critical details for a grant application:
- To explain how you will solve a problem
- How the solution relates to the intent of the grant
- The feasibility of implementing your solution and supporting data
- Your organization’s capability/capacity/expertise with implementing this solution
- The activities involved in implementing your solution
- How you will maintain compliance with grant requirements
- Timeline for implementation (ensure this is within the grant Period of Performance)
- Administration/management of the grant
There may be other required information for the narrative depending on the NOFO, but these are standard for all of them.
Step 3 – Develop a Detailed Budget
Identify every [eligible] cost that will be need for the grant – and have a supporting narrative and documentation for each cost. If possible, do not use lump sums when developing your budget unless it is standard practice to do so for those types of costs. Costs are one of the most scrutinized aspects of an application, so you want this to be as air-tight as possible.
Step 4 – Organizational Information
The grantor may want details about your organization, particularly regarding your finances, grant compliance history, and expertise. You should make note of any past or current grants that you have or are currently working on, your compliance/audit records, and the capability of your staff. Also, be sure to have the organization’s identifying details such as the legal name, Employer/Taxpayer Identification Number, DUNS number, etc.
Step 5 – Identify any Partners for this Grant (as applicable)
There are times where you will need to partner with external organizations to implement a grant proposal (e.g., subrecipients). You need to document such organizations in your application and provide any supporting documents establishing this relationship (e.g., Memorandum of Understanding).
Step 6 – Complete any Other Requirements in the NOFO
As mentioned previously, not all NOFOs are created equally. Aside from what you read in this article, be sure to complete any other requirements identified in the NOFO before submitting the application.
Step 7 – Download the Required Federal Forms
All Federal applications have forms that need to be submitted with the application. These are usually identified in the NOFO. The one you will see for each Federal grant is the SF-424 Application for Federal Assistance. This is where the most pertinent application details will be inserted, but you should only fill this out once you have gotten all your information together.
Step 8 – Submit your Application
Federal grants have online portals that you can submit your application to, though the specific place is usually identified in the NOFO. Once you have completed the above steps, submit your application to the appropriate portal or official as identified in the NOFO. Congratulations!
